Open Verifier does not decide admissibility, compliance, or liability. It creates a reviewer-friendly packet that records what a receipt claims, which checks ran locally, and which digital identifiers were present. Open Verifier does not itself create the qualified-person certification or notice required for self-authentication under FRE 902(13) or 902(14).
